From the Hammond Organs to Kelly's Heroes?

Regular Eye readers will recall that the DafT press office is lovingly referred to as the Hammond Organs.

Now Network Rail's media monkeys are to be known as Kelly's Heroes, following the news that former Blair Uber-Spinner Tom Kelly is to join NR as Director of Comms.

Eye hopes that Tom won't be bringing his photographer with him.

DfT spins a line on new carriages for Leeds

Whilst governments change the misinformation generated by their officials continues.

This from the Hammond Organs...

Leeds commuters are to benefit from more than 2,000 extra seats each day after Transport Secretary Philip Hammond announced today that twenty additional rail carriages are to be deployed on routes serving the city.

The extra carriages will be used to run more trains at busy times – on the lines from Skipton, Ilkley and Doncaster via Wakefield into Leeds – and to lengthen other existing services operated by Northern Rail.

They form part of the 650 additional carriages the Government will introduce onto the UK’s rail network by 2014.

Part of the 650 additional carriages eh?

So presumably these aren't the twenty year old 322s currently in Scotland and previously on National Express East Anglia?

Good old DafT - never letting the facts get in the way of a good story.

In the same release Hammond said:

“Even at a time of severe pressure on public spending we cannot afford not to invest in Britain’s future – and that’s why we are investing more than £10m in providing these extra carriages for Yorkshire commuters. These extra trains will ease crowding and provide passengers with more comfortable journeys.

“The tough decisions the Government has taken on rail fares allow us to continue to deliver this sort of much needed improvement to the railways. We are investing in 2,100 extra carriages to increase capacity across the rail network and in the longer term we have plans for a high speed rail network which will ease overcrowding and make our railways fit for the 21st century.”


It must be comforting for regional railway passengers to know that if they were to be beneficiaries of a High Speed Line they would be 'overcrowded', but as they only travel on local lines they are merely 'crowded'.

Perhaps Petrol-head can explain what metric he uses to draw this interesting and novel distinction?

International law firm Eversheds has advised the Department for Transport on a £10m investment to provide 20 additional rail carriages on commuter trains in Leeds.

From December 2011, commuters in the Leeds area will benefit from more than 2,000 extra seats each day as more trains will run at peak times, improving the service in the region. This project forms part of the 650 additional carriages the Government will introduce on to the UK’s rail network by 2014.

The extra carriages will allow a total of six additional trains per day (three in the morning peak and three in the evening peak) operating on the Leeds - Skipton, Leeds - Ilkley and Leeds – Doncaster routes. In addition, three morning peak trains will be lengthened on the Leeds - Manchester Victoria and Bradford Forster Square - Leeds routes.

The Eversheds team advising the Department for Transport was led by Partner Peter McCormack.

Peter McCormack said:

This investment in transport in Leeds and surrounding area will improve the services that commuters use on a daily basis. Rail services are an important part of the growth of British economy and we are pleased to continue to assist the Department for Transport with its plans to increase capacity across the rail network.

DafT determined to reduce delays - Not!

This from John...

The DfT press office today confirmed that an announcement on the preferred bidder for new Thameslink rolling stock will be made in Spring 2011.

When confronted with the fact that it is already Spring, and that Spring could last until early May, the spokesman just kept repeating "Spring 2011".

So it could be any time - we still don't know.


When asked why the announcement was already a year late, and why they still couldn't confirm a firm date, the spokesman just commented that the bids had to be given "due consideration".

No wonder TOCs are complaining that government involvement delays the whole process.

Even a year after their first target, they seemingly still have no idea when they can make an announcement.


A Thameslink train arriving 5 minutes after time is officially classified as late - what are we supposed to term the delay of a whole fleet by a year?

Barbielino - Petrol-head unlashes the attack dogs!

This from the Birmingham Post...

Virgin, which runs West Coast Main Line services from London to Birmingham and Manchester, is refusing to use the trains or carriages....

A spokesman for the department said: “We would like any train company to come forward and use it.

We would like Virgin to use it, but Virgin has said they wouldn’t want to do so unless they get a franchise extension.

Blam! Splat! Kerpow!

The new train is in Virgin colours but without Virgin logos.

Will Beardie Rail cry ‘breach of intellectual copyright’ if anyone else tries to use it?

Theresa Villiers in Alstom's press release (06/12/10 re. the delivery of 11-car Pendolino 390054) said:

“From April 2012 it will form part of the rolling stock for the new West Coast Main Line franchise."


The Birmingham Post article to which Eye links says:

“...as a result, the train has been delivered - but will not be used. Instead, the Department for Transport has told other rail companies they are welcome to borrow the Pendolino for the next 18 months if they want it."

Alstom explained, as the train was being delivered to Edge Hill depot for commissioning, that it will take until the end of May or early June 2011 for the set to be fully tested and commissioned.

So that makes it available for only 10 or 11 months maximum.

Factor in testing on any route other than the WCML, signaling immunization, driver training etc. etc. and that might just give a new operator six months 'quiet enjoyment' with a good headwind!


An awful lot of money would need to be spent for such a short loan, a bill no doubt that will be picked up by the taxpayer.

Villiers Vignettes - The sound of silence

This from The Banker...

Cruella was in Leeds this lunchtime on what I think is called a 'whistlestop'.

Sadly no whistle in evidence nor indeed any announcement.

Nothing!

Nothing at all!

Not even a re-announcement!

There might be 100 additional coaches (sorry, carriages!) for Yorkshire, then again there might not.

Who knows?

The Hammond Organs of course refused to say in advance what the visit was all about.

So, predictably, local media ignored it, with just a crowd of three forlornly gathered...

How unlike those euphoric days when cheering crowds thronged the streets to salute the Saviour of the Jammy Dodger!

Perhaps the reason for the low turnout in Leeds was due to confusion amongst the Tykes about who is actually responsible for today's railways.
