Tom Harris may not have a Shadow ministerial role but he is still more than able to expose nonsense from the Government front bench.
This extraordinary written response to a Harris PQ given in the House yesterday:

To ask the Secretary of State for Transport what plans there are for use of Pendolino rolling stock for service on the East Coast Main Line; and what assumptions were made about the availability of rolling stock when the East Coast Main Line 2011 timetable was being prepared.

We are aware of discussions that Directly Operated Railways have had about the use of a new Pendolino set on the east coast main line. This is an operational matter for Directly Operated Railways.
Additional rolling stock is not required for the operation of the May 2011 east coast timetable, which has been developed on the assumption that it will be operated using the existing east coast fleet.
So Villiers and her officials are claiming that the discussions about commissioning a new Pendolino on the East Coast Main Line was all Rail Barbie's idea and her's alone?
Eye does not believe this for one moment.
It is inconceivable that these discussions could have taken place without support from the highest level within DfT - after all Marsham Street is paying for the new trains.
How quickly the Saviour of the Jammy Dodger has become complicit in DafT's machinations!

DfT swings the Axe - Official
This from the DfT, explaining where the efficiency savings announced in today's budget will come from:
Today the Department for Transport (DfT) announces that it will deliver £90 million of savings, as its departmental contribution towards £11bn savings that are being made across Government.
DfT will meet this target through a range of activities, including:
- £40m from streamlining back office functions across finance, HR and procurement;
- £30m from reducing spending on consultancies;
- £15m from reducing spending on marketing and communications;
- £5m from the senior civil service pay freeze and reduction in sickness absence for all staff across the department.
As IEP is now a dead duck the £30m savings on 'consultancies' should be easily achievable.
And as for the £15m savings on 'Marketing and Communications' these should already be in the bag.
After all when you keep re-announcing old news all you have to do is change the date at the top of the press release.

I've already had too much pre-budget priced red wine to be bothered to work this out so I need your help:
Is the £5m reduction from the pay freeze / new improved healthy staff the same percentage of the overall budget in this department as it is in other departments, health, education, etc...
If not, is transport better than the others or worse?
If the percentage is the same, what kind of fools do they take us for?!?

Eureka consultation - East Coast begs the question
More exciting news on the proposed East Coast "Eureka" timetable.
Regular readers will recollect that the new SLC2 timetable has provoked howls of indignation from other operators on the route, whose passengers will suffer extended journey times and piss-poor connections so that nationalised operator East Coast can get the timetable Lord Adonis wants.
But never let it be said that the Department doesn't listen to rail users.
DafT has instructed East Coast to undertake the consultation on the proposed timetable for the whole industry - a move, which in the words of one peeved operator, is akin to "giving your squiffy uncle the keys to the drinks cabinet".
No matter.
Obviously entrusting such a task to Passenger Focus, the body which has a statutory responsibility to represent all rail users, is just too risky.
After all they might come up with the wrong answer.

First for uniting passengers
This from the Jewish Chronicle on First Capital Connect...
FCC... has ‘run’ one of the surely most shambolic, inept, insulting services ever seen in this country.
As the JC points out there is now a Facebook group called I hate First Capital Connect and a newly launched petition on the Downing Street website, calling for First to be stripped of the franchise, has already secured almost 2,000 signatures.
Meanwhile from DafT not a murmur.
Perhaps Dr Mike Mitchell, Director of National Networks at the DfT and a former First Group Business Development Director, is still on his Christmas hols?
UPDATE: Nadine Dorries MP sends a letter to Lord Adonis sticking the boot in...
I wish to raise the question as to whether First Capital Connect should lose their franchise as many of my constituents have lost faith in them to provide the services that they are supposed to.

FuCC service shambles overlooked?
This just in from Bacon Butty...
Is the Fact Compiler now in the pay of First Group?
Only we saw a lot of interesting snippets about NXEC but at least they ran a full service until their final hour (100% PPM on the last day, Ed).
FCC "Thameslink" on the other hand have been half a timetable short of a full service for well over a week now (since Thurs 12th), blaming lack of Drivers.
DafT has also been very quiet about the shambles.
The Fact Compiler can only apologise for his lack of invective about FuCC.
Truth be told he had been somewhat busy re-reading Sir Moir's lovely book:

I think you're being a little unfair on Dr Mike.
It is well known that he takes a close personal interest in the performance of First franchises.
Why only a week or so ago he was overheard using the first person plural when referring to First Great Western.
Obviously old habits die hard.

Dr Death and the Department for Transport knows exactly which TOC's are in the sh1t.
As this under reported session of Wednesday's Parliamentary Accounts Committee shows.
Dr Mitchell declined to say in public exactly how many are close to the wall, for fear of further damaging share prices, but agreed to disclose the information to the PAC in camera.
However, he did confirm that, according to the Department's internal system for tracking franchise health, "A small number of companies are showing red".
Paradoxically DafT's tracking system was introduced following the collapse of previous East Coast franchise holder GNER.
With DafT having form for accepting ludicrously ambitious franchise bids can it be a surprise that history is in danger of repeating itself?

The Competition Commission report into the ROSCOs and train leasing market is due to be published today.

"The commission will rule that the government-run franchising system for rail rolling stock needs an overhaul because official conditions imposed on train-leasing companies are stifling competition, people familiar with the investigation said."
