East West Railway launch sees NIC knacked!

Exciting news from the DfT

A direct rail link between the university cities of Oxford and Cambridge took a step closer today (14 December 2017), as Transport Secretary Chris Grayling officially launched the East West Railway Company.

The Transport Secretary launched the new company, which will oversee the restoration of the link between the two academic powerhouses, nearly 50 years to the day since the closure of the old Varsity Line at the historic Second World War site of Bletchley Park.

Mr Grayling met with Rob Brighouse, interim chair of the East West Railway Company, regional council leaders and Milton Keynes South MP Iain Stewart for the launch.

He also met with Cyril Bleasdale who worked on the original Varsity Line construction in the 1960s and helped to build the Bletchley Viaduct.

What happened to the quote from the increasingly excitable Twitter persona and roving VoxPop that is Lord Andrew Adonis?

Lest it be forgot, Admiral Scrumptious is the Chair of the railfreight hating National Infrastructure Commission.

The NIC has championed the re-opening of the Oxbridge Line from Oxford to Cambridge but also suggested that platooned lorries will sort all your housebuilding, shopping and road-safety needs.

The NIC also includes an NR board member amongst its illuminati.

Eye can only wonder why such seers of the railway age, might have been overlooked.

NIC knacks Railfreight

Oh dear! 

What are we to make of this, from the increasingly excitable twitter feed of Admiral Scrumptious?


Or indeed this, from the National Infrastructure Commission consultation on a National Infrastructure Assessment (p82-83), chaired by Lord Adonis:

Long-distance freight

Businesses need to be able to move goods between ports, airports, production and distribution sites, and to their customers as efficiently as possible...

An argument for shifting freight from road to rail is often made on grounds of congestion and environmental benefits. Rail freight will always have its place, and some enhancements may be cost-effective, but the Commission believes the pilots of “platooning” truck convoys on motorways and major A roads may open the way to radical improvements in the efficiency and capacity of major freight distribution by road in the future (see Chapter 5). This would free up rail capacity for enhanced commuter and inter-city passenger services. The Commission will report further on this in the future.

Rail freight is already increasingly limited by network capacity as passenger demand increases. The issues with mixed traffic on the network are well documented – freight trains travelling at 70mph on the same track as passenger trains travelling at 125mph results in a significant capacity constraint. 
Whilst freight can travel at night in some areas, this competes with maintenance work, which also needs access to the track at night.

Reducing road freight by only one-third would require more than a three-fold increase in rail freight capacity, which simply could not be accommodated on today’s already busy railway. The Commission believes that upgrades needed for this sort of shift would be prohibitively expensive, whilst the benefits would be questionable, particularly if truck platooning is successful, given the industry’s clear preference for road transport in most cases.

Really?

Platooned lorries (an untried technology) makes more sense than, for instance, running aggregate trains - one train of which typically carries the equivalent of 60 lorries, from quarries where for environmental reasons the use of railfreight is mandated? Not particularly bright when a massive expansion in house building is a key plank of government policy.

And that's before we even start on the centrality of railfreight operations to ports and the wider logistics network.

Most disappointing.

Doubly so, as one of the NIC Commissioners is Bridget Rosewell who also happens to be a non-Executive director of Network Rail.



No doubt Bridget was vigorous in her defence of the rights of Network Rail freight customers when this section of the report came to be written?

Meanwhile, Eye understands that a stiff letter has gone to Lord Adonis, signed by freight customers and operators, objecting in the strongest possible terms to the coverage of railfreight in the NICs report.

Not least because the tone of the NIC's consultation has already created concern amongst those looking to invest now in new or expanded railfreight facilities.

Bizarre that a body charged with developing infrastructure should be acting in such a way as to make it more difficult for the private sector to do so.

UPDATE: It would appear that a signalling problem delayed Admiral Scrumptious, rather than a freight train…

No doubt Adonis will be quick to set the record straight?

Attlee derailed in the Lords

This from The Woolsack...

An amusing exchange this afternoon between Earl Attlee and My Lord Adonis in the House of Lords.

Attlee quoted a certain Prof David Begg a number of times in his speech, citing him as an expert commentator as based on his recent article in the Financial Times.

Adonis interjected asking whether Lord Attlee was aware David Begg is a member of First Groups' board?

Ooops!

Cue goldfish impression and shocked looks on the government benches.

Industry to bid Adonis farewell

Eye hears that ATOC members are planning a dinner to say a formal farewell to Lord Adonis.

And quite right too!

After all the Noble Lord was the most pro-rail Secretary of State we've had for ages (with due deference to the late
Baron Ridley of Liddersdale).

Sadly, the Fact Compiler will be too busy to attend.

However, Eye would like to send a gift to the High Speed Evangelist.

Readers are invited to suggest what that should be?

He can practice falling off his chair in shock when he sees how much his Pilgrimage of Grice would have cost if he'd bought separate tickets on the day.

Election 2010 - Farewells

So farewell former Transport Ministers Chris Mole (Ipswich) and Paul Clark (Gillingham) who both lost their seats.

Minister of State Sadiq Khan was returned as the Member of Parliament for Tooting.

And the unelected peer and Secretary of State for Transport also retains his House of Lords seat... for life.

Adonis eyeballs the brothers

Eye has in the past been a little critical of The Thin Controller.

But this is as nothing to the fury that will be directed against the Noble Lord for having the temerity to criticise UNITE and its members for threatening industrial action over Easter.

On Sunday Lord Adonis opined:

"Let's be absolutely clear the stakes are incredibly high in this strike and I absolutely deplore the strike,"

"It's totally unjustified, this strike, on the merits of the issues at stake, and I do call on the union to engage constructively with the company."

The next big question is will Adonis dare to open a second front against the brothers by laying into the RMT and TSSA, who are also threatening to paralyse Easter travel on the railways?

Adonis rebrands before the HS2 announcement

So farewell then High Speed Evangelist - you are no more!

According to the Prime Minister's spokesman, in the Lobby today, Lord Adonis referred to himself as 'the Thin Controller' at this morning's Cabinet.

The Thin Controller also told cabinet that we now have the 'most reliable network in history' and that the Government would carry on with electrification of the network.

Clearly the Thin Controller remains unabashed by last week's derailment of the IEP.

Eye awaits Thursday's announcement on High Speed 2 with bated breath...

Adonis frontline tour becomes Pilgrimage of Shame

This from the Daily Telegraph...

British journalists and TV crews are to be banned from the Afghan front line once a date for the election has been set, while senior officers will be prohibited from making public speeches and talking to reporters.

Just fancy that.

Presumably this novel approach to 'open government' will also rain on the Noble Lord's April parade?

Eye fervently hopes so.

If the media is to be prevented from covering British troops as they risk life and limb in action, then what possible 'news-value' can there be in covering Adonis on a pre-election-jolly around the rail network?

Shame on this Government.

And shame on anyone tempted to cover
Adonis and his Pilgrimage of Grice whilst this MoD embargo remains in place.

"Additional trains" for the North in weeks?

This from the BBC...

A DfT spokesperson said: "We are currently involved in detailed commercial negotiations to deliver additional trains for the busiest services in the north of England. We hope to make an announcement about this in due course."

Meanwhile Greater Manchester Integrated Transport Authority (GMITA) "has invited Lord Adonis to come to Manchester in the next few weeks, when they hope to make a further announcement."

Exciting news indeed.

But what's this?

As any fule kno there is no suitable spare rolling stock anywhere in the country, and short of robbing trains from routes serving evil Tory constituencies to provide them to Labour heartlands in the North West these is little that Adonis or DafT can do.

So where will these magical "additional trains" be conjured up from and at such short notice?

Eye understands that the Noble Lord was recently shocked to discover that there are oudles of Mk2s and Mk3s sitting in sidings doing nothing.

In particular some 30 Mk3s that are currently doing nothing whilst under the control of nationalised East Coast (prop. A Adonis).

With little room for manoeuvre and the need for good headlines in the North can we expect an immanent return of loco hauled trains on "the busiest services in the north of England"?

Eye looks forward to travelling aboard a "Pork Barrel Express".

Leeds Cyclepoint speeded up for May poll

Good news for the push-bikers of Leeds.

Eye understands that an instruction has come down from on high that Cyclepoint "must be open by May".

Cyclepoint is based on a Dutch concept which combines manned and secure cycle storage with retail, repair and hire facilities at major stations. The first of which is being piloted at Leeds station by Northern Rail.

Only last Friday the Noble Lord went to Leeds to figuratively cut the first sod (very carefully making a few first cuts in the concrete without disrupting the commercial lets downstairs).

A challenging job to build, with a minimum of wet trades work, whilst still allowing valuable commercial use downstairs to operate without interruption.

Earlier press releases spoke of Cyclepoint opening in mid-2010.

But presumably this doesn't fit The Grid.

More importantly it won't allow Lord Adonis to open the new facility as part of April's electioneering Pilgrimage of Grice
!

Now Adonis confirms May 6th poll date!

Exciting news from Nigel Harris' blog.

The Noble Lord has disclosed that he will be spending "the entire MONTH of April travelling around the country by train".

Eye wonders what on earth this might be in preparation for?

If the opinion polls are to be be believed this will be Andrew's last Pilgrimage of Grice as Secretary of State.

Presumably he will be using it to say farewell to his friends on the railway?

Peace breaks out between NatEx and DafT

Happy news for beleaguered National Express share holders.

Today there will be a veritable love in between the doomed company and the Department:

Chris Mole MP, The Parliamentary Under Secretary of State for Transport and Andrew Chivers, Managing Director, NXEA will launch the Service Improvement Plan by naming a train at Liverpool Street station at 10.00am and unveil a customer information brochure giving details about the improvements.

Good to see Moley out and about on the network, but a shame the Noble Lord couldn't make it.

Perhaps a late and unexpected diary conflict?

Someone at DfT must have 'contacts' as a cable theft at Chelmsford caused the event to be cancelled.

Battle of the Barriers - Sheffield rejects gates

So the people of Sheffield have spoken!

Yesterday the City Council unanimously rejected East Midlands Trains' bid to gate Sheffield station.

There were strong words at yesterday's planning and highways area board and after the meeting local councillors were keen to air their views to both the BBC and the Yorkshire Post.

Kerpow! - Council leader Paul Scriven said: "People are justifiably outraged at the idea that our footbridge, paid for with £15m of taxpayers' money, could be shut off by a private company for the purposes of profit."

Blam! - Cllr Brian Holmes said he was "disgusted" by the application.

Splat! - Cllr Alan Law slammed EMT's "pretty appalling consultation process".

Zap! - Cllr Tim Rippon said: "I think it beggars belief that an organisation like Stagecoach, which is delivering a public service, continues to pursue this application in the face of such opposition. I can only hope that Stagecoach go away and stick to running trains, and that this subject does not come before this area board again."

Oh dear.

However, every cloud has a silver lining.

Regular Eye readers will recollect that only last week Lord Adonis instructed nationalised East Coast Main Line not to pursue gating plans for York station so that through access for non-passengers could be maintained.

As the principle of through access has now been established presumably the Noble Lord will will take the same view on the situation at Sheffield and relieve EMT of its gating obligations.

If there is to be a level playing field between state-owned and private sector operators he can do no less.

While York has indeed created the principle of through access, I sense the Noble Lord remains unwilling to violate his other principle (perhaps even his prime directive) and that is not to renegotiate franchises.

I wait with baited breath to see how Tim Shoveller can dig himself out from this hole.

Guido claims Pilgrimage of Pork

So Guido's not convinced about yesterday's Pilgrimage of Grice, detecting the sulpherous whiff of Porkbarrel politics.

Of course yesterday's jolly round the network had little to do with the top ten worst stations and rather more to do with what could be reached in a day's travel from London.

Which may explain why five of the 10 "worst" stations the Noble Lord visited actually belong to Virgin.

As the total number of Beardie Rail run stations is just 17 this means that roughly one third of them are substandard. Perhaps more deserving of a bollocking than a bung?


To be fair none of the stations selected were truly representative of Britain's worst.

Aides to the Noble Lord were seen imploring various strange deities to open the heavens as the media pack descended on Manchester Victoria - as apart from a leaky roof the station is more down at heel than truly grotty.

Meanwhile the magical figure of £50m to tart up the ten stations is already in question.

In his blog Adonis claimed the money would come from Network Rail, a suggestion that was quickly denied by the infrastructure controller.

So yesterday was a triumph of spin over substance (again). Eye salutes all involved.

I hear Stockport was added at the very last minute at the insistence of the Noble Lord.


Interesting to see whether, when HS2 reports, the route it proposes will scythe through Tory constituencies in the Chilterns (without stopping of course)...

FuCC dispute - Loss of MD puts Grant in firing line

This from the Noble Lord's statement in the Upper House yesterday....

I spoke this morning to Mary Grant, the group rail manager of First Capital Connect, who assured me that every effort was being made to run as full a service as possible. I made clear to her our expectation that that would happen.

It is important that First Capital Connect continues to use all reasonable endeavours to restore the service, but this situation could be ended immediately if the concerted action on the part of the staff was ended. That step should be taken immediately.

Is First Group's lustre beginning to tarnish in Marsham Street?

Does the noble Lord realise that by citing the pedestrian route across York Station as his reason for abandoning gating he has destroyed EMT's case at Sheffield ?

The Good Lord has indeed shafted EMT over Sheffield, where with over 1100 objections to their application for Listed Building Consent, the City must be poised to refuse it.

By citing through access as the reason (not something that planners can consider for Listed Building applications) it must now be accepted that barriers are not a good idea elsewhere too.

Perhaps EMT should be removing their nonsensical scheme at Derby which is an unnecessary obstacle to access across the station, in similar circumstances to York and Sheffield. The place is often full of students trying to get to and from the college on the old Loco Works site.


And as for King's Cross, they will be an ugly and dysfunctional feature of a "World Class" station, maximum inconvenience to boarding passengers and chaos when they alight - take a look at EMT's St Pancras scheme next door.

Franchised Rail Services: Update

The Secretary of State for Transport (Lord Adonis): Further to my statements on 1 July 2009 [Official Report, Col.225 and Official Report, Col. WS 24] on East Coast main line rail services, after the close of the markets yesterday I notified National Express East Coast Ltd that I am terminating their franchise with effect from 11:59 pm on 13 November.

The publicly owned East Coast Main Line company will take over running of this franchise from that time, with an orderly handover from National Express East Coast. I can assure the travelling public that services will continue without disruption and all tickets will be honoured.

Staff currently employed by National Express East Coast will transfer to the East Coast Main Line company under the Transfers of Undertakings (Protection of Employment) Regulations (TUPE), with the necessary statutory consultation.
